Job description

Job Title - Civil Bid Manager

The Civil Bid Manager is responsible for leading the end-to-end bid management process for civil engineering works associated with Power Plants, HVDC Converter Stations, STATCOM Projects, Substations, and renewable energy projects. The role involves technical and commercial bid preparation, BoQ and Cost estimation, risk assessment, tender strategy, and proposal submission while ensuring compliance with client specifications, EPC contract requirements, and industry standards.

Key Responsibilities:

  • Review Invitations to Bid (ITB), Requests for Proposal (RFP), EPC contracts, specifications, drawings, BOQs, and employer requirements.
  • Develop bid strategies aligned with project risks, technical requirements, and commercial objectives.
  • RFQ preparation, Estimation of Quantities and Cost calculation.
  • Contractor’s technical assessment and technical coordination with them.  
  • Manage the complete bid lifecycle from tender receipt through submission and contract award.
  • Coordinate with civil engineering, electrical, mechanical, procurement, planning, QA/QC, and commercial teams to prepare comprehensive bid submissions.
  • Organize internal bid review meetings and management approvals.
  • Maintain tender documentation, bid records, and lessons learned database.
  • Civil  scope broadly includes:
    • Site grading and earthworks
    • Piling and ground improvement, if applicable.
    • Foundations for transformers, reactors, converters, equipment foundation, and GIS buildings
    • Cable trenches and duct banks
    • Control buildings and auxiliary structures
    • Roads, drainage, retaining walls, and underground utilities etc.

Qualifications

  • Bachelor's degree in Civil Engineering.
  • Master's degree in Construction Management or Project Management is an advantage.
  • Professional certifications in PMP,  Contracts Management are preferred.

Experience

  • 8–13 years of experience in civil engineering, estimating, tendering, or bid management within the energy sector.
  • Proficient in the use of Bidding software, MS Office applications, including Outlook, Excel, and Word, for engineering calculations, documentation, and communication
  • Proven experience in preparing Civil EPC bids for:
    • Combined Cycle Power Plants (CCPP)
    • HVDC Converter Stations
    • STATCOM and SVC Projects
    • GIS/AIS Substations (132 kV–765 kV)

Working Conditions

  • Office-based with periodic travel for client meetings, pre-bid conferences, site visits, and subcontractor engagements.
  • Flexibility to work extended hours during critical tender submission periods.
